Contacts Linell Burrell Kensington Community Corporation for Individual Dignity was conceptualized by several Philadelphia Families from the Kensington area of the city, who believed that their children deserved to live a quality life as Independently as possible.
The charter for the Agency was signed in 1974 (see picture above) with its first Community Living Arrangement (CLA) opening in 1977. At the time of its opening, KenCCID welcomed three individuals from families and three from the infamous Pennhurst state institution for the mentally retarded. The agency designed its support under the principles of Normalization and later enhance their Services with Person Centered Planning Using Personal Outcome Measures.
As has continued to be the case, all Individuals have adjusted well to being apart of their Communities.
Normalization involves the acceptance of people with their disabilities, offering them the same conditions as are offered to other citizens. It involves an awareness of the normal rhythm of life - including the normal rhythm of a day, a week, a year, and the life-cycle itself. It involves the normal conditions of life - housing, schooling, employment, exercise, recreation and freedom of choice. This includes "the dignity of risk", rather than an emphasis on "protection".
Personal Outcome Measures represent a significant departure from traditional quality of services systems. The focus is on Individual quality of life. Personal interviews with people with intellectual or Developmental Disabilities are the foundation of the data gathering process. The measures are applied and evaluated based on the unique characteristics, needs, and desires of each individual.
The shift to Personal Outcome Measures is consistent with the movements toward self-determination and self-advocacy. Personal Outcome Measures(R) are also used to promote and monitor person-centered planning.
